Semiotics
The warrior symbolizes state entities or groups of states.
The crown is representative of power. The lack of a head illustrates the loss of reason, as a result of power.
A popular saying says: "his power has stolen his head".
The fan (the "attacking, offensive" element, the sword) destabilizes, it is the weapon.
The shield is a symbol of protection, but in conjunction with the "weapon" - the fan, it is also a signifier of war.
The flags stuck into the shield also transform it into a display/panoply of conquests.
Their black color symbolizes death - criminal conquests.
The metal balls - other "mace" type weapons soundly hit the metal shield, by suspension and swinging, representing the sounds of war.
Technical description, mechanisms, materials, etc.
Each warrior works on the principle of a Roly-poly toy (Punching toy) (Giocattolo da punozatura).
A heavy base, the spherical cap, makes the warrior swing under the force of the air hitting the shield which, although perforated, has enough surface area to transform into a sail.
Once the force of the air current coming from the other warrior(s) stops, the spherical cap - the heavy base makes it/them return to vertical.
A "tray" circular metal plate with a diameter larger than that of the spherical cap makes the character not exceed a certain angle of inclination.
The fan/weapon is powered by a cable that passes under the stage/podium.
The crown and the shield are, in turn, mobile elements which, through the hanging (shield) / support (crown) systems, do not have the possibility of falling. The shield attachment system allows rotation in one direction and limited movement in the other direction, so as to allow air to be pushed into the sail shield.
A programmed timer (by an installed software) will trigger the movement of different warriors in well-defined sequences of a choreography.

The shields are also a panoply of conquests, through the flags that are stuck in them.
The weapon is symbolized by an electric fan meant to destabilize the other actors.
