He born in Hsinchu, Taiwan in 1960, he displayed artistic talent early on, winning first place in various art competitions. He received accolades for his watercolor works and was praised in high school by artist Hsiao Ju-sung as "the first genius in the past forty years." After attending military service instead of National Taiwan University of Arts, he spent 20 years in leading advertising firms, achieving over thirty awards.
At 50, he resumed painting under the name Time Lin, focusing on time as a theme and self-learning various mediums. Since 2013, his work has gained recognition in Japan, the UK, France, China, Italy, the US, Canada, and Taiwan, resulting in 13 awards, 19 selections, 13 solo exhibitions, and 46 group shows. He is currently a member of Salon d'Automne, a lifetime member of Circle Art Foundation of Artists, secretary-general of the French-salon Taiwan Artists Association, and a member of the Taiwan Visual Arts Association.
